from the facility and may face disqualification, suspension, or be barred from future events at

the facility.)

10. All drivers in competition are required to be equipped with a fully functional RaceCeiver or

similar brand of one-way unit. You will not be allowed to race without one. It is recommended

that competitors have extra batteries on hand. If you are having an issue with your

RaceCeiver, you must notify a track official prior to entering the racetrack. NOTE: RaceCeivers

are for Race Official to Driver communication only. Any team caught communicating will lose all

points and pay for that event and additional punishments may apply. If any communication

device other than a RaceCeiver is found in the car, you will be disqualified. NO POINTS - NO PAY -

NO EXCEPTIONS.

11. Mandatory Drivers Meetings attendance is required. In most cases, the drivers meeting will be

held prior to hot laps. Any rule, format or schedule changes will be discussed at the drivers

meeting. ALL DRIVERS will be responsible for information discussed at the drivers meeting. The

drivers meeting is not a social gathering. Driver and/or team representative attendance and

attention are mandatory.

12. All drivers must pack the track. If you do not pack the track when called to do so, you will start

at the rear of your heat race unless otherwise cleared by the Race Director/management.

13. Drivers can compete in more than one class per race event with Race Director’s approval. If you

run more than one class, you must purchase a pit pass for each class that you race.

14. Drivers may change cars at any time between qualifying/heats/B‐Main and the start of the Main

Event at the discretion of the Race Director. However, any change will result in the driver

starting in the rear of his/her heat race, B‐Main or Main Event. It is the driver’s responsibility to

notify track officials of any desired change PRIOR to cars being lined up in staging for that race.

15. Any driver hitting another driver’s car under non-racing circumstances, at any time, for any

reason, will be suspended with no pay and no points for a minimum of two race events, and up

to a maximum lifetime suspension.

16. Tow hook/chain is mandatory for the front and rear of all cars. This will speed up the time to get

the track cleared and resume the race.

17. No mirrors will be allowed in any race cars.

18. Time limits (one minute per scheduled lap of event) may be placed upon all events, at the

discretion of the Mitchell's Motorplex officials. Race Director reserves the right to conclude a race

at any time. Race Director reserves the right to shorten or lengthen number of laps scheduled

for heat and/or feature events at any time.

19. DO NOT PULL OFF THE RACETRACK UNDER GREEN FLAG CONDITIONS. At no time shall a car try

to leave the track at the normal track exit (located at the entrance to turn 3) under green flag

conditions. In the event a car must retire from an event early, they are to continue around the

track (if possible) until an official directs them to the infield area.

Once a car leaves the track that car is done for that race. Cars are not allowed to reenter the race track during a race.

of any kind are not allowed. Treating tires with any components or chemicals which alter the

manufacturer’s baseline settings of the tire are not allowed. WE WILL RANDOMLY TEST FOR

THIS ON OCCASION. For non-sanctioned classes, the penalty will be loss of all money and points

for the night in question, plus a suspension for the next race held at our track. Sanctioned

classes will follow the rules/penalties/fines outlined by their requisite sanctioning body.

C. SAFETY RULES

Safety equipment specifications listed below are listed as a guide and are only a minimum standard.

These minimum standards may not be sufficient to protect a driver from injury or death from some

incidents. It is the responsibility of the driver, car owner, and crew to ensure that the safety equipment

on the car is properly installed, working as intended, and is sufficient to protect the driver from any

incidents that occur. This may include using safety equipment that goes above and beyond the minimum

specifications and recommended equipment listed below.

1. 2. 3. 4. 5. 6. 7. All drivers must wear a certified full‐coverage crash helmet. A helmet certified to Snell SA2010,

SA2015 or SA2020 is REQUIRED to be worn during competition. Motorcycle/DOT helmets are

not allowed.

Complete fire‐resistant suits and shoes are required for all drivers. Top and bottom must both

be worn, if a two-piece design. Any driver not having a complete fire suit and shoes will not be

allowed to compete in any event. Gloves and underwear are not mandatory but are STRONGLY

RECOMMENDED.

The use of a commercially manufactured head and neck restraint device is also STRONGLY

RECOMMENDED. At a minimum, each driver should wear a neck roll/collar or similar device.

Cars will be checked in pre-race inspection for this, as well as while in staging area and on the

racetrack.

All entrants must have a fully charged fire extinguisher in their cars at all times mounted within

reach of driver. An in-car Fire Suppression System is highly recommended.

All weights must be securely mounted inside or on the frame of the car. Must be mounted with

two (2) one-half (1/2) inch bolts (Grade 5 minimum) per fifty (50) pounds of ballast. May not

have more than twenty-five (25) pounds mounted on a single half-inch (1/2) bolt. All weights

must be painted white with car number clearly marked on each piece. Mounting of weight

within the driver’s compartment is STRONGLY DISCOURAGED.

All rear-wheel-drive cars must have a drive shaft loop (aka a drive line “sling”) and all drive

shafts must be painted white.

A safety net on the window is required, and a minimum of three (3) bars in the front of the

steering wheel/driver in the windshield area are recommended. All safety nets must have a top

quick release.

8. Roll cage required in all race cars. Shall be minimum four-point cage, minimum of three door

bars on driver’s side, and at least two door bars on passenger side. 1/8 steel door plate on

driver’s side door is HIGHLY RECOMMENDED.

9. Factory-manufactured racing seats are required and must be acceptable to Technical Inspector.

Full-containment racing seats are STRONGLY RECOMMENDED FOR 2024. Beginning in 2025, ALL

RACE CARS WILL BE REQUIRED TO HAVE A FULL-CONTAINMENT RACING SEAT. Homemade

aluminum, plastic or fiberglass seats are not allowed. All seats must be properly mounted &

secured per Technical Director’s recommendations. The use of Grade five (5) or better hardware

is also required to attach the seat to the chassis. Bolts should be a minimum of 3/8 inches thick.

10. Safety racing belt and shoulder harness is mandatory on all cars. The use of a five (5), six (6) or

seven (7) point driver restraint system is REQUIRED, no exceptions. No driver restraint systems

shall be in excess of three (3) years of age past the date of manufacture. All mounting points of

the racing harness MUST be mounted properly in accordance with the manufacturer’s

instructions, and securely mounted to the chassis with the use of Grade five (5) or better

hardware.

11. Gas tanks or fuel cells may be relocated for safety in all classes. Fuel cells are recommended in

all classes.

12. There must be a marked electrical kill switch within reach of driver.

13. ONLY track officials and emergency crew are allowed on the track during yellow or red flag

periods. This is for your safety only. Only authorized personnel are allowed on the track or in the

infield.

D. RACE PROCEDURES

1. Pill Draw:

a. b. a. Unless otherwise announced, the pill draw (for heat race line-up purposes and/or time

trial order) will take place in the pit area at driver registration. Any team member can

draw the pill.

On ‘regular’ events, the pill draw will end promptly one-half hour before the scheduled

hot lap time. Cars arriving after that point will be lined up ‘scratch’ in a heat race. In the

event that time trials are used, the time trial order will be derived from the pill draw.

2. Staging Area / Lineup:

It will be the team’s responsibility to be aware of the lineup and event order. The

lineups will all be posted on the board in the pits (next to staging lane behind turn 3)

well in advance of your race and you need to be lined up two races in advance.

If not lined up by the time your race starts going onto the track, you will start at the

rear. If you have to be push started in the staging area or pushed onto the track, you will

fall to the rear. You must enter the track under your own power. If you have to be push

started once you are on the racetrack, you will be allowed to keep your position.

NOTE: Changes from previous version shown in red.

b. 3. c. d. Mitchell's Motorplex 2025 Track Rules

If not on the track by the start of the race, driver will not be allowed onto the track

unless approved by the Race Director.

If a driver misses his/her heat, they will start at the end of another heat if approved by

the Race Director. If driver misses all heats, they will start at the rear of a consolation

race/Bmain if approved by the Race Director. If a car misses the call for their race for

any reason, the line-up will be adjusted by moving the remainder of that row up one

spot within their row. No crisscrossing re-lineups will be done once cars roll onto the

track.

Work Area / Hot Pits:

a. b. c. d. This area is located in the infield behind the back straightaway wall. Please have your

equipment/parts in the work area if you plan on doing the necessary repairs to your car.

There is a cool-down station / water hose in the infield near the work area, as well as

one in the pits behind turns 3 and 4.

If you go to the infield, you will be allowed back onto the track only under yellow flag

conditions or if the field is entering turn 1 after receiving the green flag.

You will be allowed two courtesy laps once you enter the work area and after that, the

race will resume if the lineups are complete.

Only 2 persons allowed in hot pit per car.

e. 4. Flag Rules:

a. Standard flagging procedures will be used for each Mitchell's Motorplex event.

i. ii. iii. iv. v. vi. Green Flag - The entire track is open for racing. Passing will not be permitted

before the green is displayed at the designated point.

Yellow Flag - All cars must come to a parade lap speed as soon as safely possible

and fall into a single file formation. Absolutely no passing is permitted under the

yellow flag and no racing to the start/finish line will be permitted.

Red Flag - When a red flag is displayed, all cars must come to a complete stop as

soon as safely possible.

Black Flag - A car given this flag must pull into the infield immediately for

consultation. The car will not be scored from the point that the black flag is

displayed. If, after the car is inspected and deemed able to return to the race by

track officials, the car may return to the track. If a car is stopped and found to

be safe and/or not at fault, the car will retain the same position as it was

running (only if black flagged under yellow flag conditions).

Blue/Yellow Flag “Move-over” - A “Move Over” flag will be utilized. Hold your

line. The leaders are approaching. Do not race the other lapped cars or lead cars

at this time.

White Flag - One lap remains in the race. When the white flag is displayed, cars

will race back to the checkered flag. Only exception will be if the track is

blocked/unsafe, in which case a red flag will be thrown.

Publish Date:

NOTE: Changes from previous version shown in red. Mitchell's Motorplex  2025 Track Rules

vii. Checkered Flag - The race is officially ended, and all cars must pass underneath

it to be scored on the last lap. A race is not completed until the checkered flag is

displayed.

5. Initial Starts:

a. b. c. d. e. The front two cars are to set a nice/even pace down the backstretch. Everyone is to stay

side by side and nose to tail. There are two cones on edge of infield, the first being

placed in the Middle of turns 3 & 4 and the other towards the exit of 4. This is known as

the “Acceleration Zone.” The pole sitter has the right to fire at any time while in this

zone. If the pole sitter does not fire by the second cone/wall marking, the flagman will

automatically start the race.

Brake checking on a start or restart will not be tolerated. If you change your pace

coming to the green flag on a start or restart and cause damage to another car, you will

be subject to disqualification from that race with no warning.

Any attempt by the pole sitter or outside pole sitter to start the race outside of/prior to

the “Acceleration Zone” will be considered a jump-start.

Any car(s) that pulls out of line and passes another car within the “Acceleration Zone”

will be considered a jump-start.

Any car involved in a jump-start will be penalized two positions/one row on the next

restart or at the finish, whichever comes first. THERE WILL BE NO WARNINGS ON JUMP-

STARTS. IF YOU ARE DEEMED TO HAVE JUMPED, YOU WILL BE MOVED BACK TWO (2)

f. g. h. 6. Restarts:

POSITIONS. We will not throw the yellow flag and immediately go to a restart in the

event of a jump-start. The offending car will be notified on the RaceCeiver, and the

penalty enforced either on the next restart or at the finish/payout.

Once the green flag drops, the race is officially underway. On the original start and

before one (1) complete lap is scored, if only one car is involved in a caution and stops

on the track, that car will restart from the tail. If more than one (1) car is involved in a

caution before one (1) lap is scored, all cars involved in the caution that came to a stop

will receive their original starting positions, provided there are no penalties to be

assessed. If penalties are assessed, penalized car(s) restarts from the rear.

Laps will count when the leader plus three (3) cars cross the finish line.

Race Director reserves the right to call for a complete restart at his/her discretion.

a. b. When the yellow comes out, drivers are to run single file at a slow pace. We will use

Delaware-style double-file restarts - defined as leader alone on front row with

remainder of the field double filed behind the leader. Once race officials have the lineup

correct, the leader will be motioned out front alone, then the second-place position will

get his/her choice of inside or outside row. Second place car must make decision clear.

Third place is to fall in opposite position. Fourth place will always be inside row and the

field should fall into place accordingly.

Anytime a race has three (3) or less laps remaining, or if track conditions do not allow,

the race will restart in a single file formation.

Publish Date:

NOTE: Changes from previous version shown in red. a. b. c. Mitchell's Motorplex 2025 Track Rules

On restarts, the leader may fire anywhere within the aforementioned “Acceleration

Zone” and the race will be considered underway. Jump-start rules identified in sections

5.c. through 5.e. above will apply.

7. Cautions / Red Flags:

Drivers are allowed one (1) caution per race. A second charged caution will result in a

black flag and the driver will be scored accordingly.

The car(s) deemed at fault will be put to the rear or black-flagged pending the Race

Director’s judgment.

There will be NO racing back to the caution except on the final lap once the leader has

been shown the white flag. The field will then race back to the checkered flag. The

flagman will turn the yellow and green lights on to indicate to the field they are racing

back to the checkered flag.

In the event of an unsafe condition or a completely blocked track on the final lap, the

red flag/light will be displayed, and the field will be realigned as it was on the last

completed lap for a green, white, checkered finish.

Under red flag conditions, all race cars must come to a complete stop on the racetrack.

In the event of either a Caution or a Red Flag, after one (1) lap has been scored, any car

that goes into the infield / hot pit area / main pits will rejoin the field at the rear.

You may enter the infield at any entrance. YOU MAY NOT RE-ENTER THE TRACK FROM

THE PITS DURING GREEN FLAG CONDITIONS. You must wait until the next caution to re-

d. e. f. g. h. i. j. k. l. m. n. enter the track and only when a track official directs you to do so. During “one to go”

caution conditions, cars must re-enter behind the field.

Field line up will revert to last completed and scored lap order after a red or yellow flag.

Lapped cars will be placed at the tail end of the lineup.

A competitor may continue with a flat tire (left front only) or broken suspension part,

unless an official feels they are putting themselves or others in a dangerous or

potentially dangerous position (door panels or bumpers falling off, broken a-frames,

etc.). For safety reasons, they must be able to keep up with the field.

During a yellow flag caution, a car may stop on the track for track officials to check car

damage. If minor help is needed, the track workers will render that help. No one from

the driver’s crew is allowed on the racetrack. If ANY team helper/ crew chief, etc. is

caught on the racing surface, the driver of the car is responsible and may be

disqualified.

Two (2) courtesy laps will be given in the feature race only for changing flat tires or

making repairs in the work area/hot pit. The courtesy laps will begin once the lineup is

set on the track. The car will rejoin the field at the tail.

All drivers are to remain in their cars while on the track, unless granted permission by

an official (over RaceCeiver or otherwise). If you exit your car without due cause, you

will be disqualified from that race.

During a red flag, NO ONE in the current race is allowed to work on the car (on or off the

track). Violators will not be allowed to continue.

Publish Date: December 5, 2022

NOTE: Changes from previous version shown in red. 8. Mitchell's Motorplex 2025 Track Rules

Race Director retains the right to disallow a competitor to continue if it is felt the

caution was intentional. This includes, but is not limited, to rough driving, sitting in the

corners, etc. Car(s) will retain their position for debris and safety yellows.

Post-Race Procedure for Exiting Racetrack:

a. After the checkered flag is thrown on ANY race, all cars must go the infield at the infield

entrance located at the exit of turn 4.

Cars that must go to tech will be called to the scales on the RaceCeiver.

Cars will line up on the infield exit road (facing the track exit in turn 3) and stop there.

Cars are not to leave this area until waved off across the racing surface by a track

official.

Any car not leaving the racetrack in this manner will be disqualified from that individual

race and receive no pay or points for that event. For example, if you violate this

procedure after a heat race, you will be disqualified from that heat and be forced to

start on the rear of the feature. If you violate this procedure following a feature race,

you will be disqualified from that feature race.

b. c. d. e. E. TECH / PROTEST PROCEDURES

1. 2. 3. 4. 5. 6. You must report directly to the tech area after the completion of your race as you are instructed

to do so. The scales will be located in the infield. Top five (5) cars are typically required to

report to the scales/tech area after each race. Any changes in this number will be announced

either at the drivers meeting or over the RaceCeiver following conclusion of the race. Failure to

report to the tech area as instructed will result in disqualification for that event. Only the driver

and one other pit crew member or car owner are allowed in the tech area.

Mitchell's Motorplex scales are the official scales for the event unless otherwise specified at the

drivers meeting. All competing teams have the option to come to the infield and weigh/scale

their car at any time.

NO equipment will be considered approved by reason of having passed through previous or pre-

race inspection unobserved.

Track officials reserve the right to tech, spot check, or examine race cars at any time. Failure to

allow this will result in disqualification without refund of money.

Track officials reserve the right to accept or not accept protests at their discretion.

Technical protests will be made after the feature event only. Only a participant in the said race

may file a technical protest. All protests must be filed immediately after the event finish. Protest

must be filed in the infield and required cash for protest presented before car leaves and to goes

to pit area. Once the protesting car leaves perimeter of track, they are ineligible to file protest.

Protest must be made in writing with SPECIFIC protest issues described.

Publish Date:

NOTE: Changes from previous version shown in red. Mitchell's Motorplex 2025 Track Rules

7. Failure or refusal to tear down will result in immediate disqualification and forfeiture of all prize

money, awards, and points for that event.

8. Only cars that finish on the lead lap and in the top 5 are allowed to protest. No spite protests.

Drivers may only protest cars that finish in FRONT of them. No reverse protests allowed.

9. Drivers are allowed one (1) attempted and/or executed technical protest per year.

10. Visual protest (for non-engine items) must be made in writing with SPECIFIC protest issues

described. Any visual protest is $50 cash on EACH item that is a visual protest. ONLY THE TECH

OFFICIAL, THE PERSON BEING PROTESTED, AND THE ONE MAKING THE PROTEST ARE ALLOWED

TO EXAMINE THE PROTESTED ITEM(S). All visual protest fees go to the racetrack.

11. For engine protests, each separate technical protest must be accompanied by a $500 cash

protest fee for the top of the engine (heads, carburetor, bore and stroke, etc.) and/or a $500

cash fee for the bottom of the engine (rods, crankshaft, etc.) $1200 cash protest fee for

complete tear down. All technical protests accompanied by $500.00 cash will be disbursed by

$400.00 going to the protest winner and $100 to the track. All technical protests accompanied

by $1200 cash will be disbursed by $1000 to the protest winner and $200 to the track. Track’s

portion of the protest fee will go to the speedway, regardless of the protest outcome. The only

individuals allowed to examine engine or parts protested are the driver being protested, the

driver protesting, and the Technical Inspector.

12. NO ITEM MAY BE EXAMINED OTHER THAN WHAT HAS BEEN SPECIFICALLY IDENTIFIED IN

WRITING AS BEING PROTESTED.

13. The Technical Inspector’s decision is final.

We would like to thank you once again for choosing to race at Mitchell's Motorplex. We wish you the best

of luck and a pleasant experience. It is our goal to provide a fun/safe environment, put on a great show
